Housing Justice Conference: Bradford Wednesday, 12 June 2013

Housing Justice is the national voice of Christian action on homelessness and housing need. This year marks the 10th anniversary of our launch in 2003, when the Catholic Housing Aid Society merged with the Churches National Housing Coalition, between them with more than 70 years of action and advocacy on housing need.

Our vision is of a society where everyone has a home suitable to their needs.

Why "Mobilising the church?"

Churches all over the country are already responding to homelessness and housing need in their communities, from running night shelters to signposting people to local sources of advice and assistance. Some are getting into the business of using their assets to develop affordable housing, and others are working in partnership with others to develop other support services.

As previously referred to in correspondence about the new Care and Urgent Needs Support Scheme operated by Lancashire County Council (LCC). Crisis Loans and Community Care Grants were abolished at the end of March 2013 and LCC took on responsibility for a new Localised Welfare Fund, in Lancashire called the Care and Urgent Needs Support Scheme, from 1st April 2013. Claimants to the scheme have been contacting a newly established LCC helpline since 1st April.
 
We do want to allow for organisations who might want to apply on behalf of a claimant to the scheme to do so using an on-line application, but have experienced some teething issues with this element of the service – hence previous correspondence to organisations advising contacting the helpline in the interim.
 
We believe we have rectified the original issues and we're in the process of testing that all runs smoothly with this, but I wanted to update you in the meantime. As soon as the on-line process is fully tested and in live, we will contact you again.
 
In the meantime,  if you do want to support a claimant with an application you should  do so by ringing the helpline number 0845 053 0015 .If you could please make it clear to the telephone advisor that you are ringing on behalf of a claimant. You will still need the same set of information to hand as you would do once applying on-line becomes available ( details provided in the information pack that was sent with one of the original emails but attached again).

It All adds up: Briefing on impact of welfare cuts from Church Urban Fund

CUF's  second welfare reform paper is now ready. Following on from last month's Guide to Welfare Reform, this next paper looks at the cumulative impact of the reforms on household finances. As you all know, there are lots of reports out there that look at how many households will be affected by individual reforms e.g. the bedroom tax or the benefit cap, but very few think about how households might be affected by multiple reforms.

 

This paper looks at the cumulative effect of reforms through the eyes of two hypothetical families and narrates the changes they experience between 2010 and 2017. The aim is to highlight, in an easily accessible manner, the changes that many low income families may well face over the next few years.

Useful Booklet on Benefits Changes with Local contact information for Lancashire

Blackburn diocese has produced a booklet with information about each of the changes and some guidance of sources of further help for individuals who find themselves in need because of the changes. It can be downloaded from

We are keen to monitor the impact of these changes by collecting case studies of people affected.

As the pilot stage of  a national research project for Church Urban Fund we are asking clergy and organisations supporting claimants in Lancashire (+ Blackpool & Blackburn) to share their experiences of problems, solutions and failures in the system by writing up cases they have dealt with over the period from March - June this year.

There is a simple online form you can complete for each case you would like to tell us about...  You can find it at

Naturally every story should be kept anonymous... and no individual client should be identifiable from your accounts. We simply want to monitor and report on the patterns that are emerging.

We had a very special time at the working together civic-church engagement consultation last month. It was so inspiring to be in a room with key leaders of unity movements who are strategically engaging with their civic authorities. In this context of a major economic crisis and the resulting withdrawal of local services, coupled with the changes to welfare payments, we are seeing rising levels of social need and yet great opportunities for the Church to arise and serve. 

Theresa Grant: CEO of Trafford Council addressed the consultation and said that in 3-4 years time we will not have local authorities as we know them; the whole shape of them will have to change. She said "As Churches you have a vital role to play in the future of the country and your localities. You have a position of trust and credibility that is going to be invaluable during the crisis over the coming two years."

This opportunity to serve was picked up by Paul Barratt from the churches forum in Croydon when he related a talk their CEO of the council gave to them as he thanked them for speaking the truth, acting decisively to meet need and not judging those in need or those authorities when they fail to meet the need. "We feel you have come to serve us."

This theme of service was underlined by Billy Kennedy one of the leaders of Southampton Christian Network who challenged us "to serve the city, not try and take it for Jesus". To be "fathers and mothers of the city not just the Church, it's not our enemy it's our arena of service". Engagement can only be started when we accept and take responsibility for our cities, the places God has put us in, was strongly underlined by both Dave Landrum (head of advocacy for the EA) and Lloyd Cooke (unity leader in Stoke).  

This activity and engagement can however only be sustained long term and driven forward when we do it from a base of relational unity. Individual churches can do some important service in their areas but to respond to the significant need at this moment we need to be as joined up as possible, pull our resources together and act as one Church in our towns and cities.  

The consultation was jammed packed with information, best practice and inspiration, and all of it has been captured on audio and is available on the Gather website.

Overall the consultation was a strong call to not only work for unity to reach individuals for Christ and see the Church grow, but to dream and work for the renewal of the place God has put us in. To pray and serve towards a kingdom vision of what your city or town could look like in 30 years time. This is taking the purpose for unity work to whole new level.

It's time to engage with society, it's a unique opportunity. I want my city to be a great place to grow up in and a great place to grow old in, that is a picture of the Kingdom of God.
Studies undertaken by Southampton University have shown that in Southampton 75% of volunteering in the city is undertaken by faith groups and 90% of that 75% is undertaken by the Church.
Our Chief Exec of the council said to us the crisis will get worse before it gets worse.
We are here to serve the city not take it.
We are to be fathers and mothers of our cities, not just of our churches.
We must have a vision for our cities. The city is not our enemy, it's our area of service.
Build relationships, gain credibility and be bold.

Spoke very powerfully on 'Public Leadership' and the need for us to invest and train the next generation of public leaders from within our own churches and youth groups.
Paul Barratt from Croydon
shared his story and vision for serving our community and our local government services.
John Rush from Greater Manchester Police
spoke about the positive impact of Street Pastors and Redeeming Our Communities across the city.
We also heard from Lloyd Cooke from Saltbox in Stoke,
Danny Webster from EA who shared the results of the latest survey with local authorities on how faith groups relate to the public sector.
And Roger Sutton gave an introduction to the conference offering a theological perspective.
 The Saltbox is delighted to announce that it will be hosting a national conference in Stoke-on-Trent from 25-27 June 2013 called TRANSFORMATION with eminent Christian leader and teacher, Dr Ed Silvoso.
 
The theme of the conference will be on Christian involvement in the marketplace and how towns, cities and even nations can be reached with the Gospel and discipled.
 
Alongside Ed Silvoso, I'm pleased that a number of other prominent Christian leaders will also be taking part in the conference.
 
As well as church leaders, this event should be of interest to Christians working in the public, private or voluntary sectors plus those with heart for prayer for towns and cities.
 
This conference will be very popular & so early booking is strongly advised. Booking will be available online from Monday 8 April
